I live in western Canada & have this plant (I think it is in the "fern" family) in my back yard. I am at a loss as to what it is & would appreciate if you could identify it. It has delicate dark green leaves & grows to about 3 feet by late summer. I cut it back to the ground in the fall & it grows up beautifully the next spring. Help please if you can identify

could be a fern but what does the under leaf look like? Are there rows of raised 'dots' along the leaf. I take it, it has never flowered.
when the new growth appears does it started hooked over and then uncurl like a typical fern frond. [they are called croziers as they look like a bishop's shepherd's crook.
it reminds me of achillea. but not certain.
