Are you certain its a Yucca, or is it actually a Cordyline?

7 years is not very old for a yucca...I've got two getting on for 10 years and they have not produced side shoots as yet. I think it's a waiting game - not sure how you'd induce a yucca to produce side shoots, but feeding the soil and TLC would help i would think.

Need more info - are you talking about Yucca elephantipes, the indoor rubber plant? Or Spanish Bayonet, the outdoor Yucca alifolia? Or some other plant outdoors? It's just that, other than the two Yuccas I've mentioned, they have growth right down more or less to the base, so you're either describing a Rubber Plant or Cordyline.
