my arum lilies in my pond have finished flowering when can I cut the foliage back

Do you mean the big, white flowered Zantedeschia ?

Keep the foliage on them. They will die down naturally in winter. I used to make sure all the crowns on my marginals were at least 6" below water level as this protects the from frost and ice damage.
