Just a general point, that if you have sufficient space, always use a wooden compost bin, ideally a double compartment one. The capacity should be at least three feet by three feet and three feet deep, with a lid. You will make far better compost that way.
Although I've got a lot of plastic cones, I find they just reduce compost to a gooey mess so I use them only for initial composting of weeds. As they are black they get very hot in the sun and are good for killing weed seeds.
