i have a raised bed made from old railway sleepers,what can i use to stop the tar from coming out.

Perhaps you might line the inside of the edge of the bed with some kind of plastic so that it isn't in contact with the soil?

You can do nothing. These railroad ties (USA term) were soaked in a mixture of tar and creosote to prevent rot.
