2 of my plants have millions of tiny bugs on them,1 inside house and 1 in garden what are they?

Probably aphids, but hard to say without a photo, as Hijuju says.

Make up a spray of washing up liquid and water and spray on the affected plants - if it is aphids this will kill them in a few days.

Could be spider mite if there's millions of 'em.
