Please can anyone tell me what is wrong with my Weeping Cotoneaster. I have had it for 3 years. It has gone very brown at the centre.

Has it been pruned back at the top, it looks like a fresh cut?
the one we had was grafted at the top of a long stem to make it a standard. The top died and the plant shot into a bush from the rootstock
