I have a blue/white powder in all my box hedging. When I shake the leaves it becomes like a cloud. The hedges have been in over ten years and appear healthy. Please help. This is a formal parterre garden which has taken years to develop

is the plant in flower? are there any grasses or trees near by in flower? sounds like pollen to me.
