Attached are photos of a plant that is growing in the garden of a neighbour of mine. We would love to know what it is. The bulbs do not flower and the bush stays as it is. It is very healthy and looks beautiful, but what is it please????

The plant does flower but they are green so not very visible. these swellings are seeds. As Owdboggy says they will seed all over and the sap causes skin irritation and especially if your skin is exposed to the sun later.

Euphorbia lathyris which is a weed to most people. The sap is toxic so be very careful with it and it will seed itself all over the place if left in.
