Can I lay a membrane over existing soil, lay a new topsoil layer and place grass seeds on top

Why indeed? Get rid of the weeds in the existing ground first. There is probably no need for a membrane at all. Unless your existing soil is very poor there shouldn't be a need for new soil either. What sort of soil have you got? Gardening short cuts don't normally save work in the long run, they just give profits to the garden centres.

Why would you want to do that? If it's to suppress weeds, it will be a waste of time because the weeds will grow in the top soil above the membrane.
