Check out Peter Beales' website classicroses.co.uk - you can select roses by thornyness - just had a quick look and they don't list any thornfree, 2ft high floribundas! (out of over 1100 varieties). There are 8 'not very thorney' floribundas under 1m - of which my choice would be Iceberg (3ft) - or 9 thornfree under 1m (but not floribundas)

You are seriously restricting yourself by looking at thornless roses. The best floribundas are not thornless Why not invest in a decent pair of thorn-proof gloves for about £5 then you never have to worry about getting scratched when pruning them?

Previous question
There is a range of roses called Smooth touch which are thornless, or nearly thornless - I think Smooth buttercup is available in the UK, no idea how big it gets, said to be compact. None has any scent though.
