the stems on my cupressus goldcrest has gone brown, but the bottom of the plant is green, has the top died

This sounds like the cause of drought. To check wether the stems are alive or not, using your fingernail to peel back a small section of bark. If the inner bark is green the stem is alive, if brown - it's dead.
