Spray with a solution of soapy water, this is probably the sawfly caterpillar or larvae. We have at least one aquilegia each year eaten away. Cut the stems back to the ground and they will regrow. You can spray with Imidacloprid BUT this is a neonicotinoid compound and is one of the causative agents of colony collapse disorder (CCD) in Honeybees.
