I believe my landlord has put down a membrane, covered with soil and then placed wood-chippings on top. The result is that grass is growing through let alone the numerous amount of weeds. Is there any solution to this or does it have to be redone WITHOUT adding the soil first?

Well soil on top of a weed suppressant membrane topped off with wood chips is going to guarantee lots of grass and weeds. Even without the soil weeds will grow in the wood chip pings. If you want to go this route then weed suppressant membrane topped with a pretty gravel will work for longer but weeds will still grow.

I wonder if it is actually broken down wood chip rather than soil? Woodchip breaks down surprising quickly when there is a lot of traffic (paths, kids areas etc)

That is certainly a possibility Botanic… from my point of view the weed suppressant membranes and a cover simply don't work but perhaps you have different thoughts?

I wonder if the membrane is hiding something unpleasant like noxious weeds? Why else would you go to the trouble of buying and laying membrane and then adding soil?
