Hi I have got the climing rose Albertine and this year it is very sparse, would cutting it hard back improve it or would it harm it

This rose should be pruned in September rather than now, by cutting back flowered branches to where a new shoot is appearing, and taking down a few stems to ground level. That's not always possible though, so pruning back side shoots to about 3 inches from a main stem will do. This one tends to suffer from mildew - could that be why yours is sparse?
