What is the matter with my Candelabra Primulas?
They all bloomed well but the stems were covered in a fine white powder....some kind of mildew?

No this is normal. Many members of the genus Primula have this farinaceous dusting. There is even one species called Primula farinosa that has so much it has been applied to it's species name!
