I am moving in August, can I cut back and lift dahlia tubers or will it kill them?

I would cut them back a bit now and repot them now to give them a good chance to recover before they need to be dug up and put in a frost free place over the winter. If you are lucky you might get flowers later in the season. Once you see them starting to grow again in the pots give them a feed of tomato food to give them a boost. Good luck with the move.

if you have to take them its worth the risk but I dont hold out much hope for them. Dig up with as little disturbance to the tubers as possible. stake well and water very well. you may just get away with it.
