It depends on what you plan to do with it. Catalpas can be left to their own devices and grown as a tree or they can be pollarded or pruned hard.
By cutting the plant hard, you forefit any flowers but he leaves are huge...i have a Paulownia which is 8 feet high and tthe leaves are about 15" across.
If you want to cut it back, just prune last years growth back to one bud or to about 2" long....they tend to sprout from anywhere.
