My bay tree has white fluffy patches are they wooly aphids and how do I treat?

Much more likely to be woolly scale insect - either wash off with horticultural (or mild washing up liquid) soap and water, and then rub over with a cloth with some methylated spirits on it, or check the Provado range of sprays, I believe they have a treatment for this now.
