The top two feet on my cordyline has toppled over to oneside,if i cut off the top part wiil it harm the tree?
Any other suggestions?

Sounds like its suffering anyway, probably from this last winter. Cut out the part that's toppled - you'll probably find its rotting or soggy at the bottom of that area.
