It sounds like a type of fungi called Jelly fungus.

Could be a slime mold although they are not classified as a fungus anymore (stay tuned to its final taxonomic classification! Still some issues to be resolved). My favorite one is called " dog vomit" slime mold which forms a yellowish slimy mound hence its name. Whatever it is, it is very beneficial to the organic breakdown of your soil, it's one of nature's recyclers.
