Can i prune back fusia bushes now in late January early February and how hard back should i prune ?

Snap. If yo opt for cutting to the ground (which is what I do) when to do it depends where you live - try to do it after the last frost so the old stems protect the crown.

No - wait until March or more likely April, when you can see growth starting. At that stage, if you want to, you can cut them to the ground, or merely trim off whatever you want.
