Could anyone suggest a hardy fuschia that would make a lovely bush in a semi shaded area between a Lilac and a Bay tree. Evergreen would be marvelous !!!

You can't get an evergreen fuchsia. Not in this country anyway.
A Magelanica fuchsia would make a bush about 4 feet tall. It has small red and purple flowers. Also a variety called 'Lechlade Magician' makes a bush about 5 - 6 feet tall. It has lots of dark red flowers in clusters.
There's a variety called 'Mrs Popple' that grows about 4 feet aswell. It has larger flowers.
The other hardy fuchsias I know of will grow 2 - 3 feet. There are many varieties of them.
None are evergreen. They will die back in the winter. Some will die back to the ground and re-grow the following year. However, if there is plenty of shelter it's possible they won't die right back.
I hope I've been of some assistance to you.
