my fig tree has many small shoots at it's base. how and when can i remove them if I should remove them at all please?

These are just normal sideshoots or 'runners' from the base, and all fig trees do this. Just cut them off to avoid the fig tree becoming too bushy. Alternatively you can dig some of them up as you will find they have roots and pot up for new fig trees to give or sell in car boot sales.
I cut them off during the growing season and there is rarely a problem, though during spring when the sap is rising they can 'bleed' which doesn't do the tree any good.
