Answers
You may have tent caterpillars, which do form webs to protect themselves, and then munch away on the foliage. Have a poke around inside the webs to see if you can find any.

Sorry Guest but it isn't the spiders web doing this you have another problem with your conifer, take a look at the info on the RHS site
