My Cordyline seems to have died at the truntk. However - there are shoots coming up all arounf the stem. What is the best way to dig the old tree out whislt keeping the young shoots? Should I saw the trunk down? Dig the tree out or both and cut the shoots off for replanting?

Nosey's right, saw the main trunk down to the base, or as close as you can get without damaging the new growth at the bottom. That growth will take over and grow on.
