Yep - its Viburnum Beetle. Best time to spray is mid April through to May, when the eggs have hatched out. Spray with Bayer Sprayday Greenfly Killer, or Westland Resolva Bug Killer, spraying the underside of the leaves as well as the tops, and spray till run off.
