When can I stop worrying about frost in Somerset and plant out?

The official date for planting out summer bedding is 1st of June - even so, we have had a frost on 4th June before. Most people in warmer parts of the country assess the weather conditions during May, and may risk planting out two weeks earlier than this. By 'summer bedding' I mean specifically half hardy plants such as bizzy lizzie, begonia, petunia and the like.
