It is Larkspur I think. It comes in different colours and is an annual version of delphiniums. Buy a packet of seeds and sow them directly where you want them to grow. Once you have it allow, it to go to seed and you will find it will pop up for years. It is easy to pull up and discard unwanted plants. As it is an annual you should be able to carefully transplant any which come up in the wrong place.
