i have an area of 16m sq that is completely flattened down dirt from were the builders have put all there materials when doing the building work.i now want to raise this by 4inch and turf it do i have to dig over the flat stuff first as it is solid

Sounds like a cliche but I dug up a big boot amongst the debris. Wonder what happened as it wasn't worn down! A builder missing a boot?

Yes, dig it over. The turf won't grow well if the soil is compacted, and you will want to remove any buried builders' debris.
