This forsythia hedge is between my neighbour and ourselves. As you can see, the growth is all at the top and therefore it affords little privacy.
Would the best thing be to cut it down quite drastically towards the base, in order to get it to shoot from the bottom again?

Do whatever you like to it. It is very tough and will regrow no matter what you do.
