Soil question too many roots? the kind you find in the bottom of grow bags when they are spent?

Just moved to a bungalow with a triangular raised flower bed and the soil is very light and full of tiny roots the kind you find in the bottom of grow bags when they are spent? There are some rose bushes which seem to be doing okay but there is no substance to it at all, there were lots of dead leaves covering the bed in Feb when we moved in, can we plant anything in this or we will need to remove and buy top soil? Thank you

The dead leaves will have done it no harm. If they are composted they will rot down into good garden compost. The tiny roots will just be leftovers from whatever was planted there before. No need to remove the soil, just add some more material as above if you think its to light. If the roses are flourishing there won't be much wrong with it.

i would dig in some well rotted manure as it sounds like it's had compost in it before and now needs a boost.
