I'm not sure which cordyline I have' it's a deep red colour but has never flowered. If I cut it down will it regrow ?

It looks fine where it is and its form. It will take a few years before you notice any new growth from the roots but probably would regrow. Better to remove the crown itself and see if new growth forms from the trunk and you will have a branched tree if you really want to change the look of it.
