Answers
They also suffer from Aphelenchoides ritzemabosi (Chrysanthemum foliar eelworm). Google it and see if there are any examples which resemble your problem.

Can't say - photograph please? If, by mock orange, you mean Philadelphus, the new shoots are prone to infestation by aphids.
