the blach masses on the tips of my mock orange looks like black fly but do not appear to move are these eggs

Can't say - photograph please? If, by mock orange, you mean Philadelphus, the new shoots are prone to infestation by aphids.

They also suffer from Aphelenchoides ritzemabosi (Chrysanthemum foliar eelworm). Google it and see if there are any examples which resemble your problem.
