one branch of my skeeters broom has died, the leaves are all shrivelled up. Should I cut the branch off?

I am assuming that you mean a Japanese maple, Acer palmatum. I don't know this specific cultivar but on others I have found that branches do die back. It's fine to cut them off with sharp secateurs or loppers, at a point below the die-back or flush with the main stem.
