They're scale insects - check any woody plants you've got to make sure these are not on the woody parts - they won't be on the leaves, just the woody bits. May also be on any pots containing woody plants. Get a disposable cloth lightly moistened with methylated spirits to clean them off any plants - you can use a bit more to clean them off the fence too.
