I met someone last week who told me her son had bought her some topsoil that deterred the growthof weeds. Does such a product exist and, if it does, where would I be able to purchase it please?

Unless the topsoil has a herbicide mixed into it. I know they sell decorative mulch with a herbicide that is effective for a year and is lethal for anything growing in the garden as the warning on the bag says. I don't know why anyone would use this stuff.

Sounds like a misplaced belief or misunderstanding to me too - it may be that the topsoil has been sterilised, which means it contains no viable weed seeds or pathogens at all when purchased - but, as Buddlejagarden says, that won't stop weed seeds blowing in and germinating over time.

I wonder if the lady misunderstood what topsoil is - perhaps her son had bought her some bark mulch?

Of course it doesn't exist!
Weeds are from the same families as cultivated plants so how can fertile top-soil not also grow weeds?
Sterilised top-soil does not contain fertile weed seeds but that won't stop them blowing in and growing unimpeded.
