You can just leave them to grow on their own, especially if the top of your palm is unhealthy or suffered during the winter. Otherwise, you can remove them by pulling them out, or, if you want to try to grow them on, you need to cut downwards with a sharp knife and get a piece of root with each plantlet - wiser to dig around a bit and see if they've actually got roots or not first.
