I have planted some wiriwiri pepper seeds which germinated in its own time but since then has not moved on to its first true leaves yet the tap root system has grown to some 4-6" long.
Grown on the window sill in full light with adequate watering and warmth. Tried moving to larger pots and have changed soil in some of the 15 plants and still would not grow on since it germinated some 4 weeks ago

Probably patience is all you need. You may have retarded them a bit by repotting so early though. I reckon you have left it too late for this year though. This link may be of interest
