Do I cut the dying stalk off to promote new blooms like my orchids or do I leave it intact. The blue rain stalk is wilting

If it is an Achmaea, I would cut the flower stalk off, in case some of blossoms got pollinated, and are making seeds. Preventing seed development will speed the growth of new rosettes of foliage, which will bloom in 2-3 years, while the mother plant gradually withers away.

You haven't given the name of the plant you're talking about, but I'm guessing you might mean Aechmea 'Blue Rain'. Information here:-
