If the buds in the leaf axis are black, it'll be an Ash

It;s an Ash tree and a poor specimen of one. In fact, I think that there was probably a mature Ash with a trunk at that spot, it was cut down and you are now seeing shoots coming up from the stump.

Agree very poor example of an ash tree. Suggest you remove and either use SBK or have the stump ground out.

Thank you. It is in a part of the garden that was a vegetable plot. It was probably cut down to make space for that. I will follow your advice
