I have a Salix Plant. There are long green growths growing from the main trunk of the plant. They are covered in black insects. There are ladybirds on it. There are also loads of wasps on these off shoots. What shall I do? Shall I cut off those new green off shoots?

If they are coming from below the graft then yes, pull them off; they will be growing from the rootstock and will rapidly take over.
