No they are annuals at least up here they are.

You could save some seeds to sow in spring,and sometimes you may find some have self seeded in ..depends where you live,and what kind of winter you have..but as Mg says,they are usually treated as Annuals..

I never cut mine back at all, and lots of them do survive for several years. They are a short-lived perennial rather than an annual. I live in the East Midlands.

They survive the winter here for a two or three years but usually self seed.
Come to think of it i don 't cut them back - I don't think they'd come back if they were cut right down.

I do not cut mine back and find they come again because they are HP plants. I don't dead head either and allow them to self seed. Interestingly they seem to pop up in poor soil which is well drained eg in the small stones bordering the path. They are easily transplanted elsewhere in April. We live 100 miles south as the crow flies from Moongrower.
