If its older than five years and hasn't been clipped to shape twice a year, bin it - dig it up and replace it with another, and this time, clip it over in about June, when the main flush of flowers is finished, taking a little leaf as well, then again in roughly end of August or early September, again when the flowering is more or less over. Lavender cannot be cut into old wood, and will not appreciate soil being piled around its woody stems, it will rot.
