Is it normal for a rhododendron to be in bud at this time of year. It flowered at the normal time and I deadheaded after flowering and now it is full of buds again.

No. The buds are flower buds.

I've had a miniature azalea in my garden for years and it's in bloom now. I'll try and get a photo tomorrow.

The buds will be OK through the winter and bloom in the spring. Many of our trees are setting buds now for the Spring.

No the frost won't kill the flower buds, mother nature is just doing her job.
