should i cut off the old stems in spring

You can do and this will produced lots of new growth from the base as sometimes they get old and need this. I had one which had a little red spider mite on it and it pain to get rid of once gained. I cut all my stems down and cleaned it and its full of lovely new strong foliage. Gary
