I'm not clear quite what you're asking - if you're saying can you add chippings to your compost heap, with or without manure, yes you can, although the manure element should be small. If you're asking can you add such a mixture, fresh, direct to your soil, no, you can't, assuming you've got plants growing in the ground. The chippings and the manure (if fresh) need composting first.
