Autumn is the best time, around October in the south, September up north. You can do it now, but you'd need to make sure you gave it a regular few gallons of water weekly, unless there's torrential rain.

You can do it at any time, except when the soil is frozen or waterlogged. Pieris needs acid soil, as you probably already know. Keep it well-watered until it settles in.
