i have an 8 foot bay tree in a sheltered south west facing corner. very badly affected by a harsh winter a few years ago and thought was dying. revived but has never looked well since. leaves look a little dryish and not shiny green - a little yellowish. can i do anything to get it back to full health?

I would check the bark near the base. Large areas of dry, cracked, sunken bark means that the base was damaged by frost, and it will be difficult to impossible for the tree to recover fully.
