I have a 2 foot-newly planted monkey puzzle tree. Soil is well drained Now tree has brown spots and a few white sticky patches like marshmallow

sounds like scale to me too. if it is a small tree then you should be able to treat it.
I'd be tempted to lift it put it back in the pot and take it back to where you bought it and demand a disease/pest free specimen or your money back.

Also when you replant check the eventual height and width before choosing where to put it - they get surprisingly big.

It sounds suspiciously like a scale or mealybugs, Kjohnsen. It would be easier to tell with a picture.
